Plumbing in counties like Mexico and Central America, which is where most of these workers come from, can't handle TP, when you go there they have baskets by the toilets for TP.
It's habit for a lot of these guys.

Had this start happening in our office a few years back. Pretty sure it was guy from Puerto Rico. It's certainly not normal, but it is for them.
Can imagine if the OP would have had this happen to him at work! Lawsuits, disability checks.......who knows. Dirty toilet paper in a trash can is pretty much like getting stabbed with an AIDS needle.
