Some beaches it is. But you are in panama, there are so many more nicer places to go. Why would you subject you kids to trashy half naked people, sometimes naked? Good parenting there.

yes, smoking should be banned in public beaches. If they are trashy enough to smoke, they will continue to be trashy and throw their nasty cigarette buds in the sand.
