Ground saturation/water table has a large deal to do with the roads not only in lake view, but New Orleans area as a whole.
I'm pretty sure they are fixing the roads right now in uptown so poorly for job security

1. Fix road with concrete but don't replace sewage pipe under road.
2. tear up road to replace sewage pipe
3. fill in torn up area with asphalt and don't even pack it.
4. ?????
5. Tear up entire road and fix it and start from #1 again.
I know the SWB is making more issues than it is fixing. As much as I am against privatization, I think the SWB needs to go.

You're right, Lakeview is not in Metairie. If it were in Metairie, the roads would've completely caved in.

No, as a few people have pointed out, Lakeview was built on a damn swamp. It's not the same as Metairie or even all that close.
Read up on that area. It's pretty neat.
And yes, the city kind of sucks at fixing streets too.

Correct.
Jefferson is beginning to sink and will catch up to Orleans if the problem you noted isn't fixed. After a few relatively minor floods in the 80's, they lowered the daily canal levels. We are starting to see the effects now. I did some comparison soil bores a few months back out in Metairie comparing piped vs. unpiped ares of Metairie/Kenner. Crazy difference. In unpiped areas I was hitting water at 16" below the surface. Un piped areas, water wasn't encountered until 4-5' below the surface. That's comparing bore locations similar distance from canals and the lake. North of I-10 in Kenner is starting to drop fast. Metairie north of I-10 is just starting to really drop.

North Metairie was also a swamp. Metairie and Gentilly ridges marked the boundary between the lakeside swamp and the bottomland swamp towards the river. Those ridges also mark the difference between muck and silt loam. Muck is much more susceptible to subsidence once drained and turned aerobic.
