The easiest would be to cut 2 employees that make a decent salary and are expendable. See if you can merge their job duties with other employees.
When business picks up, do not hire anyone as full-time and look to add part-time employees you can release easier at the end of the year.
Plenty of people looking for secondary incomes.

Are there any employees that are at retirement and would like a severance package? I understand this wouldnt cut payroll for this year but it would be a step in fixing this for years to come.

Having to reduce staff is always a reflection of managements inability to grow the business unit. I would do what is necessary right now, but have a discussion with my boss on the direction of your company.

If this is an annual occurrence to need to cut hours/staff every December-January....
Let 2 employees go. Better to only affect 2 employees by letting go the 2 least productive ones than to piss off everybody by cutting their hours by 20%. Not sure what industry you're in, but might cause you to lose good workers if they start looking elsewhere after you cut their hours.
Plus, when business picks up again and you need to re-hire, you can hire new employees that don't have 7 weeks PTO grandfathered into their employment contracts. And just let new employees know up front that they'll be furloughed around this time of the year and advise them to look for seasonal job. Plenty of Christmas related seasonal work they can pickup for a month or 2.

Yea so do you really need the 2 that you would be letting go?
Will you still make revenue and margins while meeting budget with the reduced staff? If the answer to that is yes then you have to go B and not look back. If the answer to that is no then maybe A is an option assuming you have to cut.

You work for a shitty company if they are looking to cut payroll to make their bonuses. I was slated for a 10% bonus at the end of last week, but because of a slow 4th Qtr I have been talking with the owner and we will probably skip bonuses altogether this year. Best case scenario is they will be 50% of what we planned to do before we re-evaluated the budget-to-actual figures.
