So I crunched some numbers and between equipment rental, labor and transport, the average bid should come in at $86,753.09

Looks like the bid is actually 900K. There is an additional 300K that wasn't reported.

They don't have to award a contract that's over the requisitioned funds available just because it was low. They can then put it out to bid again if they want, hoping for more competition and more competitive bids... or they can adjust it to put one statue out to bid with alternates for the others if they want.
Yeah, I went back and reread what I wrote and it's not quite what I meant. Didn't mean to say that they're locked into executing the project with the bid they've got now. Meant to say that without starting all over with the bid process, they are.

Rent a crane and operator for $200/hr and have this shite knocked out in a couple days. Add a rigger or 2 and you're looking at a low price to do this.

there are no shortage of cranes in the south, two of the largest in the world are located across the street from each other right now in Lake Charles

lol no. There are probably 10 places to get a crane in BR/Geismar alone. Anything from a 15T picker to a 400T truck crane or crawler.
ETA: i worked for a crane company for 3 years
High rise cranes are tower cranes which are useless for something like this.

Only one bidder has submitted a proposal to take down three Confederate monuments in New Orleans and is asking more than three times the amount the city has budgeted for the project.
What does that mean to you? If the bidding was over, the correct and very normal way to say it would of been "only one bid was submitted".
