That's about the same time illegal drugs hit the streets in quantity.

I think it's interesting to note that rising thefts preceded the rise in murders by several years. So if that holds true the murder rate is headed for an upwards spike. Maybe, as someone mentioned earlier, the future murderers are in middle school now and honing their skills by stealing.

Cities can manipulate numbers anyway they want based on whatever narrative they are going for. It can get very political.

The homicide count in New Orleans is not manipulated in any way. You have two or three that are awaiting classification from the coroner, and that's exactly how they're reported.

The brazen-ness of the violent crime, combined with the increase in attacks on people outside the "usual" neighborhoods, more than makes up for it. Also, the fact that New Orleans is speeding to economic/commercial irrelevance while embracing 3rd world tourism/hospitality as its main economic basis pretty much means the spiral towards greater sh!thole status is being maintained. I would say it at least has a future somewhere similar to Savannah, Georgia, but Savannah actually embraces its history and true culture instead of rejecting it for shallow contemporary ideological fables. Hey, it was a cool city for a long time. I guess everything must come to an end. Oh well.
Per your stats, go ahead and walk around outside at night with valuables on your person in Orleans Parish. No? Didnt think so.

The spread of hip hop and gang culture. In 1994 in San Antonio there were 3 reported drive-by shootings a day (and they say 1/10 drive-by shootings don't get reported).
