You can't make this shite up. Calling in the National Gaurd....To tell the water board when and if a pump has a problem. Just gonna sit there and pay expensive resources to watch the pumps. For the water board. Who's primary mission in life is to keep pumps running.

So when the pumps fail and the city floods, conspiracy theorists will claim the national guard directed by trump sabatoged the pumps. Is that about right?

Curtis said the troops have been taught how to catch pump failures and malfunctions. If a guardsman sees something go wrong, he or she will immediately get in contact with the Sewerage & Water Board and city by phone or radio, so city officials can send out a team for maintenance work.
Where the hell are the S&WB teams, then? They have to be called in? What. The. EverLoving frick?

This is so they can blame trump and the feds when there is a problem. Classic NOLA.
Can't blame the Feds when the LA Natl Guard reports to the LA Govenor (unless federalized by the president). If the LA Govenor order the LA Natl Guard to NOLA to monitor the pumps, the Govenor owns this expenditure and the results, not the Feds.
This is NOLA passing on the expense and results of the pumps onto the state. It's bullshite.

You know how people will purposefully leave their cars in flood prone areas so get an insurance check? I honestly think Mitch and the gang WANT NOLA to flood so that they can siphon off some FEMA money. As mentioned, this would give them a chance to pass blame onto the National Guard when the pumps inevitably fail.
