I noticed the mayor declared state of emergency status yesterday. Is that typical for something still a few days away? Is he putting the horse behind the cart that far in advance?

Yep. This was ordered by the governor.
They scrubbed the Engineer Brigade for soldiers that have similar civilian skills, its a good idea that department is fricked up.

That'd be a great idea if they could do anything in their mission other than look at it and report to people who should be sitting right next to them in the 1st place.

My rebuttal was that 'it's nola, Feds paying for shite anyway for the most part'.... so why would Mitch want it to flood, that's when you look at the privat companies that benifit from a flood, and that makes my stomach turn as a resident of Nola and Louisiana in general because I think this line of thinking is rampant across the state not just Nola.

If this turns out to be a mild storm yet the pumps massively fail and the city floods, we will see a mass exodus out of NOLA. fricking Mitch.

maybe its baby steps, dont be surprised if you have Guard soldiers acting as techs once the gov calls a state of emergency in the future. Like I said that department is non functioning and the governor is fixing the problem because the mayor doesnt give a shite.

It's not like it's some huge population center or amazing economy.... it is what it is and for the most part going to have an appeal for some.
The people in Nola or would move to Nola, seem to be the types that it's in their blood . I mean not too much more stupid shite you could throw at them that isn't already rubbed in their faces....but any progress we've tried I make in the last decade has been nearly negated.
Look at our mayoral candidates.... I mean frick.... there are a couple running for city council that are a bit more promising, but they can only do so much with a mayor having so much power in our charter.

the Feds need to come down and arrest Mitch and company for allowing this to happen. NOLA was paid around 18 billion dollars for hurricane protection, which included the pump stations. There is no reason these pumps should be in the disarray they are in right now. There was money to rebuild/fix/ keep them running. And the politicians stole it.

I know some very competent Nat. Guard heavy equipment mechanics. I'd sure as shite trust them to troubleshoot a broken pump and turbine over some broke dick S&WB employee.

Still a good chance it will flood even if all the pumps work. The clogged catch basins are the real threat right now.

I can guarantee you there'll be very minimal effort to assist the Guard in these Glory Hound activation efforts for a seemingly dry run at nothing. Like the last 2 activations in the last 4 months.
Also to add, there are people getting rich off this very thing and this is definitely an attempt to siphon FEMA money to line their pockets.
