Seriously, why move to LA and a state tax when if you're young and likely renting to start? Beat the system, pick Tyler or some such and hit Bossier in and hour and a half when needed.

not really, but the OT hates every city in America besides the one that they live in, so I figured this may give me a more non biased view.

Longview, TX? all I know about it is the public schools are overrun with "culture".

Texas is overrun by yankees, I frickin hate it, theres only a few good neighborhoods in each city.

Shreveport is awful.
Lake Chuck is ok, but it feels really small and is kinda boring.
Lafayette is like Lake Chuck, but a little bigger with more to do. It's a nice place, but still not a big city, and the economy out there is probably the worst of any of the areas you mentioned.
Baton Rouge traffic sucks, but if you live close to your job, it can be pretty fun.
New Orleans is amazingly fun, but also comes with a lot of hassels like 3rd World roads and water, crazy crime, and a completely unresponsive city government.

What do you do for a living that allows you to have your pick?

Real Estate agent, will look for a job over the next year in whichever place I choose
