Tough to compare something arbitrary like fame between two people in different industries in different eras... but in 2019 it's Garth by a mile.

I agree fame is arbitrary, which is why I think this question is interesting. There's hasn't been an Oklahoman elected to the office of President, but if they did would that person automatically be the most famous? Does money and accumulated wealth tilt public perception of fame more than name recognition and societal impact?
I agree Mantle is a legend who happened to play for the most famous baseball team. I think that helps a lot. But how much of his fame is tied to a generation that remembers him? And how much does society value one profession or famous act over another like sports and baseball in particular? It's like how Babe Ruth is arguably the most famous baseball player of all time. But is he the most famous Marylander? I don't know.

This. Garth is the person that kicked off the ruination of country music. He’s the original bro country dude. frick him. Although I still sing the hell out of Callin Baton Rouge on Saturdays at Tiger Stadium.
Mickey Mantle is a larger than life legend. He’s a giant in the baseball world, people talk about him as if he was a demigod. If he wouldn’t have allowed Joe frickin DiMaggio to call him off in the World Series his rookie year, he never has the knee problems and we’re undoubtedly calling him the greatest baseball player to ever live. With that said, he’s still a top 5 guy in my book, and I’m a Red Sox fan.

That has nothing to do with his fame. Just because the people that got to watch him play are dying off does not mean that his name is still not living on in younger generations of baseball fans.

yeah, i don't even like Garth or his misc genre but, his popularity is hard to question.
Comparing the 2 is kind of tough though. we live in a time when people get famous for a "leaked" sex tape. Mickey last played in 68.
