JBE has NOLA at greater restrictions. If Toya wanted to come out, which she doesn't, she doesn't meet JBE's requirements to overrule his restrictions.

Toya was ok with bars doing table service. JBE shut that down with his order to only do go drinks. Toya shut down go drinks afterwards.
JBE allowed parishes to opt out if they were below some arbitrary threshold. Only three parishes were at the time, but he knew they were going to go over that threshold.

Phase 2 and 3 have different measurables. We will not move to phase 3 if the positivity rate is above 5%.
