There's very few companies that can keep college grads in the state, especially when so many other states offer more opportunities, higher paying jobs, less taxes, better education, and better infrastructure.
Louisiana is in a bad place and I don't see how to stop the brain drain to make it any better.

High crime rates affect everyone. Obviously, crime victims suffer, but even people who aren't victims still suffer from higher insurance rates, higher taxes to fund the ever-burgeoning criminal justice system, economic effects, etc. The criminal justice system should be designed to reduce crime, which would help everyone.
The criminal justice system in Louisiana and much of the U.S. is designed to make money for private prison companies, increase the political power of local sheriffs and provide revenue to local governments and law enforcement. Private prison companies actually cite high recidivism rates to investors as a positive factor for their business, so it's not hard to figure out why they do little or nothing to reduce them. Local sheriffs can build prisons to house inmates from elsewhere and employ hundreds of people to work there, giving them a lot of political leverage, so they need lots of inmates to fill them and want harsh laws on drugs and sentencing. Local government rakes in a lot of revenue through fines, probation fees, civil forfeiture, etc., so they need ridiculous laws to facilitate that.
All of these factors lead to A) little or no interest in reducing crime, B) idiotic and draconian laws on drugs, sentencing, civil forfeiture, etc., resulting in C) higher crime, more civil rights violations and less protection for everyone from both the actual criminals and the criminals who make and enforce the laws.
