Kenner, Marrerro, Chalmette, Pearl River, Alexandria. Those come to mind before Hammond. The locals there can't take all the blame due to weirdos attending SLU plus the creatures that come from north Tangi to do things in Hammond.

The driving thing does hold some weight. Possibly the worse I've seen in south Louisiana. Never before have I witnessed multiple people coming to complete stops to turn into a turning lane.
