The problem is that Airline goes too far north to efficiently move east bound traffic wanting to take I-10. However, it is great for traffic wanting to eventually take I-49 north towards Alexandria.

It's a good idea, but I do think you would need to add a lane on each side. There is plenty of room to do so. However a simple solution in the meantime is to remove a number of traffic lights down Florida. There are 4-6 lights that I can think of that could be removed.

you ever travel LA1 from Addis to PA between 4-6 PM? The west side has its issues too.

Or people could just live on the same side of the river where they work. It's not that complicated to avoid traffic.

still boggles my mind how the interstate has that exit only lane that forces it down to one lane when eastbound past the bridge.

I have noted that Waze often times recommends taking the old bridge.,

Stil boggles my mind that it hasn't been corrected yet. The Waze app has a good thing going. I use it all the time.

I think it would be easier. Set an itinerary each week. Make them meet the goal. If they don't meet it within a certain amount of time , go through an investigation.
