Sometimes they are not able to determine exact cause.

When my parents house had a house fire that left them homeless on New Year's Day 2008....they investigated it for months. They were making sure it was not arson(apparently arson is a more popular cause of fire in NBR). My dad couldn't receive insurance payout until this was resolved. After a couple months the fire department was able to rule out arson(so my dad could finally get paid by insurance company)....but could never tell my parents the exact source of the fire. They could only rule out sources(ex: we know it was NOT the Christmas tree they had up nor was it from their kitchen....we were told likely electrical from my sister's bedroom).
