but notice the cop then positioning himself with foot in front of tire to entice the man into "assault and battery on a police officer with a deadly weapon."
The cop moved in the direct path of the tire before the car started moving. Not sure how this is that hard to miss.

The guy shuffles in front of the car right before it starts moving.
There is literally a 2 second period in between when the cop moves in front of the tire and when the car starts moving.
