In most "hit and run" laws, you are culpable if you don't stop to render aid. I think the ex husband has some responsibility here. I'm going to assume they aren't his children since he didn't stop her.

Imagine being a little kid growing up in that environment. Your mom beats the shite out of you, tells you no one loves you, and talks about how she wants to kill you.

It's obvious this was an ongoing situation. He should have filmed a little and then looked in the camera and said I am now taking steps to protect my children and knock the shite out of that woman and leave.

If he hit the woman, he would be prosecuted.
Without the tape, he had no proof and she would accuse him of something.
Best bet: film some, then call 911. Woman saying 'give her the phone' was not helping the situation, only enabling crazy woman.
Truth of the matter is jails/courts/system can't deal with nut balls like this, especially women. Chances are small slap on wrist and back out and doing it again.

Seems you're right because the female abuser only got 30 days in jail. That's not much punishment.
