Yes, and if the car was blocking traffic and unable to move and if the drivers tow truck could not get there in a reasonable amount of time to clear the roadway, then another tow truck would be called. So in this scenario, the driver calls AAA and bros called road runner, if AAA made it before road runner then brpd would cancel road runner. Either way the insurance would take care of towing, storage and transportation to a repair facility.

Typically most civilians are lying, confused or hopped up on something. It makes protecting the public more difficult but that's why police are heroes.

BRPD has a contract with Roadrunner unless I'm mistaken.
If what you're saying is correct, she needs to call the public integrity department. If the car was driveable from the scene, she could have left without needing a tow.
