Those stores told you some b.s.
I was a manager at the time and we had pamphlets and shite discussing the change. Basically in order to keep it at the same price they took a finger away and allowed you to get the additional finger at a discounted price.
Prices across the board did go up at some point after I left.

Was this a week after Katrina. They had signs at every drive through saying it was a hurricane box. Price did go up after that but they used the storm to drop a tender fact

No. Those stores might gave a different story. It happened everywhere some time in 2006 around spring or summer. Chicken was getting expensive and that was their solution.
