Navarre houses are really cheap compared to Niceville, Fort Walton, and Destin. If you are retired and want to work on the water like you state then I would suggest Navarre for the house prices. I wouldn't live out there due to the commute to Eglin AFB everyday, not to mention a wreck on 98 causes stand still traffic. Now with spring break and summer just around the corner, traffic is going to be terrible.

Lived in Brevard for few years, it's affordable, but from cocoa to melbourne beach, i found it to be really rocky, shin killers.

Bradenton,FL and points south and north. Great Gulf beaches, affordable, low crime, fishing is great; amazing place to live.

Anywhere in South Walton, Fl or Oceanside, Ca.
If you were talking out of the country, Belize has some very affordable low key areas.
If you were retired and lived at the beach, you could easily rent your house out in the summers and travel the world for three months.
