The Cars at (what was then) The Centroplex in about '80-81. Didn't even play for an hour and the opening band (The Motels) were way better.
Blink 182 at Fiddler's Green in the early aughts. Just awful stage presence, the songs were played verbatim like on the albums and again were upstaged by their openers (Jimmy Eat World & Green Day).

I also saw them in 92, then again in 2000. They had not improved at all from 92 to 2000, and may have actually been worse. Foo Fighters opened for them and blew them off the stage. People were leaving in droves midway through the Peppers' set.

OP had Earth, Wind and Fire--I guess all bands can have a bad showing but I've seen them a couple of times and they rocked.
Worst live? Keith Hornsby's dad, Bruce Hornsby. He was at Jazz Fest a couple of years ago. Talked WAY too much. Teased the crowd with riffs from his couple of hits during what seemed like every song. Let Bonerama on stage but it seemed like the collaboration wasn't pre-planned and it was simply horrible.
Probably just one bad show, but there it is.

I saw Hornsby back around 2001 and it was decent, not great. He didn't play any of his 80's hits, and I don't remember him even teasing any of them, though he may have. I think he had just recently released an album and pretty much played songs from it. It was just an hour set at a festival.

Tool was really boring the last two times I saw them. Breaking Benjamin opening for Godsmack was pretty bad.

Also remember seeing Saga open for Billy Squier at La Tech back in the early 80's. He was terrible, but Saga just plain kicked arse. By the time BS came out the crowd was drained.

Alabama Shakes. Love their records but the 3 times I've seen them have all been the most boring shows.

Clutch
I went to see Lamb of God at the Orpheum a few weeks ago and they opened for them.
They did not even belong on the same stage as LOG that night. They were Godawful and even when I looked around the crowd they had absolutely disinterested looks on their faces.

'06 RHCP @Voodoo Fest is one of my favorite shows to look back on. It's a shame they continued on without Frusciante

I was at that show too. I won't necessarily declare that Clutch sounded bad, to clarify I am not a fan of Clutch and am not all that familiar with their music, but that was just a terrible grouping of bands.
I understand the appeal of getting three Southern bands together (C.O.C. from North Carolina, Clutch from Georgia, and Lamb of God from Virginia), but the genres and styles didn't mesh well together. C.O.C. was a serviceable opener for Lamb of God, but Clutch had no business preceding Randy and Company.
Clutch seemed a bit eccentric and far too lighthearted in style and sound to be opening for one of the heaviest and most aggressive major touring acts in America. They were like a souped-up barroom, boogie band that you can shake your hips too, which is not a bad thing, but it wasn't appropriate for that sort of concert. I don't think their tour with C.O.C. and Mastodon was such a water and oil mix.
However, Lamb of God sings about some heavy and significant shite and their entire performance is flat out brutal. Clutch seemed more like a goofy bar band that just happened to have some talented musicians.
But, I will agree that they completely took the air out of that theater with their performance. You could tell there were a few people, mostly females, that attended that show just to see Clutch and were not prepared for C.O.C. or Lamb of God.

That's interesting.
I saw them in Lafayette about four years ago and I was pleasantly surprised by how tight they were and how much jamming they did. Watching Sully Erna and Shannon Larkin go back and forth during a drum battle was pretty badass.

May have been an off night for them when I saw them. Loved the Metallica show that same night though.
