This angle makes it look worse than it is. You can't really see most of it because of the hill and the sugar refinery.
Granted, I don't think the stucco/concrete wall was the best option but just pointing out this photo in the OP makes it look worse.

It does look bad, but luckily noone will ever really see the stadium at this angle. I do think they should do something there, but there isn't enough room to make it worth it unless it's just for pictures like this.
