I got all your shite in, and there's some good stuff in here (even though 50% of the cards were terrible fakes).
If all of the cards were in good condition (they're all beat to hell), you could have gotten around $100 8 months ago. That top center card was a $45 card up until January.

The motherboard is a no-frills budget Z97 board, meant for a single GPU and basic CPU overclocking. Only reason I didn't pick an H97 or other is because photoshop and lightroom will benefit from high single-threaded performance. So, put the 4790K on there and overclock it as high as you can (with utmost stability and Prime/AIDA max temps below 80) without messing with voltage.
The GTX 750 Ti is there for some GPU-accelerated tasks and to drive that 4K monitor (will need DisplayPort for 60Hz, which is not just of gaming importance).
The PSU is overkill, chosen solely because it was the cheapest "good" unit I saw.
Remember, Skylake (6700K) is out in a week, so you might consider waiting. It would raise the price by $50-100 though, because it will require DDR4, and the CPUs/boards will cost a little more. Probably not super important for a photoshop rig to be on the bleeding edge with very little benefit other than a bump in CPU performance, but there's a few dollars of wiggle room here after you account for rebates.

I think I'd redo my entire color scheme around that board. Wish they looked that nice at half the price, though.

If I wait for the Skylake, would I have to worry about any shortages at launch? Also could I trouble you for another list when that does launch?
Also, I have no experience with DisplayPort, is that just the display interface/cord I will need for 4K?

I don't know, probably not. I've never had trouble getting an Intel processor any time of year, and when I upgrade CPUs I usually do it the week of launch. The only thing we may have trouble with is finding a motherboard that isn't excessive for her use. The sub-$100 Z boards usually arrive later, but it may be different this time. I'll make another part list next month, but basically the only differences will be a 6700K instead of the 4790K, cheapest Z170 board we can get, and DDR4 instead of DDR3.

eh, that windows 10 update was ugly for me. acpi.sys went missing right in the middle of it and I got BSOD... clean install...
Nvidia drivers for SLI was kinda a pain in the arse, apparently using the automatic drivers through windows and the automatic finder through geforce experience are both fricked... Had to specify the drivers on Nvidia.com and use them to get the nvidia control panel and SLI working...

I upgraded to Windows 10 on my Surface first and I'm loving it so far. It's installing on my desktop right now. I went in and it apparently tried to upgrade but failed. I had to go delete all of the downloaded info and go to command prompt to force windows to download the update again. Everything is going fine so far.
I may be in the minority but I really like Microsoft Edge.

Alright, ran into my first issue. Went and tested out Steam and when I booted up Fallout New Vegas, it autodetected what graphics I should play at and put them at Medium settings. On Windows 7 it put it at Ultra High and my rig is more than capable of playing other games that are far more graphics heavy than New Vegas at Ultra Settings. Any idea what could be the issue?

Mine went great first try and took about 10 minutes.
Forgot to uninstall Classic Shell which caused an issue I had to google a fix for after uninstalling, then all was well. Definitely uninstall Classic Shell if upgrading.
