Intel's chips are just straight up more powerful. The 8 cores from amd are great, but they compete with the i5 CPUs from Intel and are more of a budget friendly option...

That would be a good combo to start on. With a 7950/270x make sure to grab at least a 500w or a 400w+ on that has two 6pin PCI-E cables...

For that price you're looking at the gtx 660, which is a few steps down from the two I mentioned. Edit: the gtx 760 is about the equivalent in terms of performance, but that's $140ish. That's the same price as the 280x, though, which stomps the 760...

For like $150 you can get a 7950/270x and a decent PSU. If you can get lucky, you may be able to find something like an i5 2440 (i think thats right) or 3470 for $100, and a mobo would only be around $60. That would be a hell of an upgrade, but it would require patience and buying used parts....
