what do they like to cook?
what kind of cooking do they do? smoking? big pot stuff? frying?

Keith Law, who is actually a baseball writer but is really into food, puts out his gift guide for cooks every year. It is usually pretty solid. Hopefully, you find it helpful.

Grilling, indoor cooking, and a little bit of smoking. Already has a big black pot.

If this person loves to cook and does it all the time, chances are that they are very particular about most hardware in their kitchen. My advice therefore would be a gift certificate to The Spice House, which can be redeemed online. Anyone who loves to cook would love to nab some spices from there. You can also check out their gift boxes (scroll down) to purchase so that you could physically give it to your friend.

+1 on the Spice House, or to Montreal's awesome Epices de Cru: LINK . Both offer some interesting boxes of various spices & blends, good for a cook who likes to try new things.
Also, a paella kit from La Tienda: LINK
How about a big basket of interesting local things: locally milled flour (buy from Bellegarde Bakery in NOLA), LA popcorn rice, a big jar of local honey, pickled eggs and/or pickled mirliton, okra, dilly beans, etc.
Personally, I love getting a big slab of smoked salmon at Christmas....

Like someone else mentioned if they like to cook they probably have their set-up already. I have cooking gifts that are still unopened in the boxes they came in. Thermometer with phone ap gadget included.

May get them some customized cooking aprons or gift certificates. I have a cool Louisiana apron. I think it came with a Louisiana Fish Fry gift set.

The only things I ever used of the multi pack of stuff was the orange can of cajun seasoning, the apron and I kept the package it came in - a large but shallow wicker basket in the shape of the state of Louisiana. The frame is a solid piece of plywood.

I ordered a couple of supposed high quality knives from a Kickstarter campaign. If I find it to be of suitable quality the second one will be a gift.

If it's a secret Santa gift for the office, go with the Kuhn Rikon crank pepper mill. One of my favorite tools in the kitchen

You know this person better than anyone on here, obviously, so something specific and personal would be better coming from you.
I would shop at a couple of places and find something that looks like them, that they would enjoy, like a chef's apron or oven/grilling mits, barbecue tools, etc.
Goodwood Hardware in Baton Rouge has a nice selection of good quality merch for men or women who like to cook. If you're in NOLA, Mary's Hardware on Rampart has some nice stuff upstairs, on the second floor.
