I've only heard of this being enforced in BR when it comes up. Chimes Far East filled my growler when Chimes East wouldnt.
NOLA has separate rules, hence go cups.

EBR and their bullshite. I could be way off base here but if this came from the metro counsel I wouldn't be shocked if Delgado had something to do with this. Does include Tin Roof and Southern Craft or just restaurants and bars?

Was anyone actually cited?
Under previous commissioners the ATC would simply warn potential offenders when a law/ruling was under review.

That seems jacked up. A place that simply sells beer can sell it to go, but a place that sells beer to drink there, with all the laws and regulations and licenses required to do that, can't sell it for off premise consumption?

So was there some new development that changed things? Has it always been illegal to do growler fills in EBR and the law just wasnt enforced? I'm confused as to why this is coming up now all of a sudden

The ATC is a bunch of nazis. And I don't say that lightly.
Last year I was volunteering at Jazz Fest with a friend of mine. We were selling beer in one of the beer tents to raise money for a Kiwanis club. Who you know takes the money and invests it in the kids of the community or gives it to other charities.
Apparently these trolls do sting operations at Jazz Fest. Someone comes up to buy a beer. Hands my friend his ID (this booth had 100 percent ID checks going on). Friend looks at it. Does the math in his head, determines that the kid turned 21 the month before. Sells the beer. Apparently, he was off in his math and the kid had just turned 20. The ATC had recorded the entire transaction via a hidden video camera. They fined my friend $500 for underage sales. Thankfully, someone in the club stepped up to pay the fine for him.
Pretty crappy thing to do. I get wanting to stop underage sales, but to fine a volunteer for a math error? I mean my boy asked for the ID and all, just made a mistake in the rush of the moment.
However, I did learn something that day. If you ask a purchaser "Are you 21 or older?" the people used in the sting are not allowed to lie. So they would be forced to say "No" and you can send them away.

I don't know. and if ATC was involved, do they only deal with state laws, oro do they deal with local laws as well?

This is bullshite. Not sure what can be done. Have to go back to the city council and ask that they allow brew pubs or bars to be able to treat beer as they treat wine.

What a load of horseshite. I can go buy a daiquiri from anywhere and drive around with it in my car as long as the straw is covered with a piece of fricking paper but I cant go to chimes and grab a perfectly sealed crowler? Wtf? What does this accomplish? Most of the beers are lower abv than any wine or daiquiri and the crowler is sealed.

This does it. I'm done with craft beer. If they are going to make it this hard why even bother. I'll just drink the hard stuff.

Craft beer is easier in Oregon. They regulate the liquor stores more than beer, here. Costco here can't carry hard liquor, but I can get local craft beer there. There is a taproom on every corner, but you have to drive miles to find a liquor store.
