Looks like a tempura batter. Google for recipes.

Its all in the batter. Make a batter using flour, milk and egg. Make it kinda runny (the consistancy of pancake mix). Dip your shrimp in the batter and quickly drop into hot oil before the batter falls off. I use a skillet with about an inch of oil, NOT a deep fat fryer. Works everytime!

Yep. It looks a lot like the batter on traditional fish and chips.

You need a leavening agent in your batter. As others have said beer, soda, eggs, something with bubbles or something that will bubble or expand when you apply heat to it. There are plenty of recipes on line for tempura etc.

Try beating an egg white to a soft peak meringue and fold it gently into your batter.

maybe add a little corn starch to the flour also...should fluff it up a bit

Do yourself a favor.....Add a little beer in the batter (preferably dark).

All corn starch is going to do is make them crispy. It won't really do what the OP is looking for. He's looking for a basic beer batter.
