I mean this is pretty much what happened.
The owner lady was saying pay for half, the lady was recording and saying no, the owner asked her to stop recording, it escalated then lady said to just get out and leave.

I agree. If you tell me that you have a policy that impacts what I pay other than what I've seen (ie the menu, tipping policies, etc) then I'm going to 1) Want see this policy before I agree I owe anything based on it and 2) Gojng to want to know where i was informed of this policy prior to deciding I agreed to it.
A good example of this is when restaurants automatically add 20% gratuity to parties larger than X. That policy is generally printed on the menu so patrons are informed of the charge prior to agreeing to dine there/placing their order.

You have to see a policy that says, "If you eat 50% of the meat you're responsible for paying for 50% of the meal?"

How this usually goes down:
"Table 14 wants to talk to you"
"Yes ma'am, how can i help you?"
"I ordered the shrimp sandwich, and these shrimp aren't grilled"
"I'm sorry ma'am, we pan grill them."
"Well that's not grilled and I'm not paying for this."
"Ma'am, I'm sorry, I can take 50% off of your bill."
"I said I'm not paying."
"Ma'am, you ate most of your meal, we do have to charge you something."
"I'm not paying anything."
"Ma'am, if you refuse to pay, we're not going to be able to serve you in the future."
Then you have the screaming and the accusations and the hand gesture as the customer walks out the door.

Kayte and Will are good people who run a business the way it should be. Businesses in this area of town are experiencing a rash of customers who come in, eat half the food, complain, and then expect a free meal. Not saying this is the case here, but it happens. You can't run a restaurant by handing out free meals. Good on them, hopefully this will weed out the bad customers who don't tip anyway and are looking for a handout. Plenty of businesses have this policy and I'm sure are tired of enforcing it

She ate half and then complained. If it was such an issue, she wouldn't have eaten half. She wanted a free meal and FB attention, that is all

I don't think the lady ate any of her food in the OP video.
But as far as customers eating half their meal and trying to weasel out of paying for it, there's a real easy solution to it. I was working at a restaurant at one time in my younger years, and a POS lady tried to do that. She ate 3/4 of a 12 oz steak, and complained that it was terrible. In fact, it was nothing but fat and a little meat left on her plate. She said she was not going to pay for it because she didn't like the taste of the meat, and started to make a fuss. The owner of the restaurant walked up to her table to see what the fuss was about, and when he figured out what she was trying to do, he told her "if you walk out the door without paying for that, we are going to get your license plate # and call the police and tell them you ate without paying for your meal." That shut her arse up quick. Of course, she made a scene and raised her voice and made a big fuss, but she still paid for her meal.
That's how you settle that situation.

Everything I read says she didn't not eat any. The sad thing is, if this went the way she said, she has a legit gripe. But race never came into it in any shape or form - whether that be from her set of facts or from the video.
I've never ran a restaurant but I bend over backwards to take care of any mistake I've made and I see that most restaurants do too. Now if she ate half and then bitched - she has no gripe.
