Am I an a-hole boss?

Got to work at about 7:20 this morning. Unlock my door, go in my office. One of my staff is already sitting at her desk (clocked in) outside my office and I can hear her discussing everything under the sun and the moon about her boyfriend, makeup tips, food, etc - nothing at all work related.

Well 8:20 rolls around and I realize all she's done is talk - she hasn't done any work. So I point-blank ask her, "do you need some work to do? All you have done is talk all morning."

Just got "spoken to" by HR telling me I cannot talk to employees that way and that I "deeply offended" the employee.

Did you confirm this was indeed the case? Some people can work and talk at the same time.

Gotta be a pretty shitty boss if you're asking the OT how to deal with employees.

No you are a micro manager. You probably don't know for sure she hadn't worked and made assumption. Work and talk but job done, who cares.

Sounds like there isnt much work to be done if you have to ask her in this somewhat passive aggressive way. Just give her stuff to do.
