Is AT&T U-verse Throttling Speeds During Upload?

A few weeks ago I switched from Cox to AT&T U-verse after a salesman stopped by to talk about the new fiber optic network in my neighborhood.
Less than 24 hours after install I noticed that my speeds were tanking bad enough to effect streaming quality on my TV (Picture quality and or buffering). Over the past few weeks, I frequently noticed that I'll only be getting 3-4 Mbps. Speeds even have crawled to <1 Mbps over both Wifi and LAN connection. I've gone into the Gateway and switched to various recommended settings including a Wifi rescan to find a better frequency.
While the slowdowns frequently happen when I'm only using one device, the biggest culprit is when I'm on my laptop. My suspicion based on my own observations and a bit of research is that when my Photos App is uploading pictures to iCloud that AT&T may be throttling the speeds.
First, one of AT&T's biggest selling points was that fiber optic internet is supposed to have consistent speeds compared to cable which gets especially spotty during peak usage times. Second, I'm pretty disappointed if they are actually throttling my speed when uploading.
Is this normal? Are there any easy workarounds? Should I just cut bait since my contract is <30 days old?

Are you using their router or have your own?
I had a lot of issues when I tried using their equipment that went away when I bought my own. It had more to do with slow speeds on apple products though.

I have their modem and router in service.

ATT speeds are inconsistent at best.

I had an ATT issue where the fiber into the house was kinked where it hit their outside box. Took the tech awhile to find it, but since he did, I've been getting 950MB up/down through their router.

A guy by the handle of "BottleGnome" that posts here works for at&t. He may be able to shed some light on your issue. If you search his posts, I believe he mentioned how the copper from the VRAD connections vary in speed based on distance. That is how you're currently connected.

The installer did mention that it's only fiber optic to the box outside. So I understand that having a bunch of things connected in my home can cause a decrease in speed.
Last night while on the phone with tech support I was getting a blazing fast 0.9 Mbps. They restarted my modem remotely which of course did nothing.
A tech is coming out Tuesday and I'm getting a $15 credit. Thankfully my speed went back to normal a few minutes after I got off the phone with the guy in India.

I hear you. Maybe they will run a new line for you.
At my old house, I had the same setup you have right now. The biggest problem I had was the gateway not syncing up properly, so the TV would only work half of the time. The internet speeds weren't every that bad, but I didn't get on it much. I had Comcast's internet as well.

I think traditional uverse is only fiber to the neighborhood, whereas Verizon fios or att's new gigabit service is fiber directly to your house.
Those speeds you are getting are uverse speeds.

Yeah, it's fiber to the VRAD and copper to the home.

bottlegnome mentioned this not too long ago in one of his posts. Your connection speed is based on the distance from the VRAD.

Ping is affected by distance as well, right? Gamers need better ping rates.

No, our copper lines ping usually around 22-25ms and fiber around 2-5ms regardless of distance.

Getting a separate router solved my streaming issues.
