Seems like at times soccer is more dangerous than football. This being one of those. With only 3 subs in such a critical game, players feel forced to continue on even if they were concussed. Playing with a concussion is very dangerous.

That's the main issue. They need to allow an extra sub for head injuries and for extra time games

Football players try to go back in too. Difference is, football coaches and medical staff won't allow them; soccer ones will.

LvG has opted for more pragmatism and some extra caution it seems, either that or Netherlands have a real tight butthole right now.

And that's due to there being, you guessed it, limited subs.
