Why would Spicer posture with a tariff?

It doesn't make sense because some of those costs will be bore by the American consumer and won't have the same type of direct tax impact on the Mexican government. I know Trump has said he could slap a border tax on Mexico for a while, but I'm not sure why THIS is his (according to Spicer) starting point

Those costs will be offset by TRUMP lowering your taxes and cutting regulations which will lower the cost of our domestic goods.

Such is life, there will be a decline in products being purchased from Mexico as well though. They don't really have a monopoly on anything we purchase, so at a 20% premium people will buy alternative products.

Also that 20% figure is just being thrown out there to scare Mexico into coming back to the negotiation table. It's not set in stone.

The tariff would hurt Mexico way more than the US consumer. This is a scare tactic, and Mexico will cave in at the end.
