It's negotiating. Près of Mexico says they might not meet and Trump counters with maybe they shouldn't meet if Mexico is not committed to negotiations. Près of Mexico cancels meeting because Trump called his bluff. Now Trump is throwing out positions by floating the idea of tariffs. Mexico now has to decide if Trump is bluffing with tariffs or not. In short, each side is sizing the other side up. Mexico can call his bluff, but if they are wrong, and Trump imposes tariffs, their economy takes a huge hit. I'm betting the meeting is back on in a few days.

The remittance plan is a little bit more solid IMO, but I really wish he would not have campaigned on "Mexico" paying for the wall.

Mexicans that live in america. Mexican immigrants to the US, citizens or not, will bear the cost.

The Mexicans living in America don't pay it, the Mexicans receiving it in Mexico do. If $100 sent from America becomes $70 spent in Mexico, Mexico paid for the Wall

If I buy a coke that costs a $1, but I have to pay $1.10 with sales tax. In your world, the business is paying that tax since they only get the $1.
