Louisiana does need a new constitution and a new method of taxing. In the short term an increase of income taxes on the top 20 percent of income earners with the top 5 percent paying more would help. If you are wealthy you definitely have more to lose from property crimes and theft and should shoulder a higher part of the costs for basic services like police, fire, and other forms of property protection and property taxes need to be redone in Louisiana. It's time to rethink the homestead exemption. If you want your property protected by the state you should pay for it.

The wealthy also benefit from public education in that it provides them with better educated and skilled workers for their businesses and investments tied to businesses.

we could get an extra $10B/year to throw at our education and it wouldn't make a difference

it's not an issue of funding. it's a cultural issue of valuing education and if we don't change that mindset, no amount of money will make a dent

Meh.

Culture is a huge problem, but funding is clearly an issue. One, school facilities across the state suck arse. I'm talking about buildings that are falling apart. Second, teachers are paid shite in a lot of areas. St. Tammany pays teachers more than anywhere else and they get better results. It is a chicken/egg scenario up to a point, but the schools need more funding too.

Why doesn't LA try to simply copy states with similar factors but are successful, for lack of a better word?

I feel that they're trying to reinvent the wheel a lot of the time.

It's way too convoluted with the various types of taxes at this point. And obviously, if you're relying on an industry that's down, you must cut your spending.

Wait for the 15% sales tax. Maybe I should move to Florida with no state income tax and a 7% sales tax. And you can actually use their public school system.

Actually completely inaccurate.
First, these basic services that the wealthy enjoy are NOT provided by the state.

Second, the rich can afford walls, enhanced police protection, alarm systems, safes, guns, fire protection systems, neighborhood watches, etc. this is how the rich survive in third world countries while the poor get eaten. Dare you to find a corner drug dealer in a gated wealthy neighborhood.

Third, the poor gain the most and pay proportionally the least from government. An equal percentage of wealth is fair. With equal skin in the game, everyone would demand smaller more efficient government.

Finally, public education is not critical to the wealthy. They pay to send their kids to real schools while the poor drown in the public cesspools. They can buy educated workers in foreign countries for less. Unfortunately for the poor a high school diploma from government schools hardly qualifies them for a hamburger flipping job. Throwing more money at them is less useful than flushing toilet paper!

Stop coveting the money of the wealthy and demand functional, limited, and accountable government at all levels.
