Yes. All insurance plans must turn a profit in order to remain solvent. Even the government would have to do the same.
If a plan isn't profitable you must raise revenue. If it's profitable, the gov't in your world would not need to charge more. If it's running at a deficit (not profitable) then it would have to increase revenue/charge more.
Can you see that?

Whatever budget # they come up with, quadruple it. Whatever level of care they claim will be available, cut it in half and pray you get that.
The US fed gov is incapable of running something like healthcare. Capitalism has created the greatest healthcare system in the world. Single payer would decimate it.
