It's no use. This board has been crazy for protective tariffs ever since Trump first told them China was kicking out arse. They don't care that they will pay more for goods to subsidize manufacturing jobs that will shortly be replaced by robots. This will only cost citizens money and speed up automation in the US. Not to mention once in place and that revenue stream gets dedicated to spending, we will never get rid of these taxes even when those limited manufacturing jobs get automated.
I don't understand why this board gets so angry that China subsidizes our consumption and raises the quality of life here on the backs of their poor citizens.

I tend to think this won't pass, but I've been surprised by a lot, so what do I know.
We really need to move to value-added trade data. It's more difficult to play political games with.

Tariffs never protect jobs for the nation as a whole. The government always picks winners and losers. However, the American consumer is always the biggest loser as we have to pay more of our hard earned money to subsidize these domestic manufacturers through higher prices for goods. Protectionism does not work. It is just welfare by another name.

One question I sometimes ask these protectionist is "will you quit the job you have now to make Christmas lights if our tariffs become so high that Christmas light productions comes back to the USA?'
The next question is "if you would quit your job who is going to quit their job to do your job?"
Liberals and unions and protectionist here just don't understand---there are a relative few who actually wish to work that are not working in our economy today.
