In areas where persons guarded by the Secret Service choose to make restricted to protesters.
Basically, any person under SS protection can designate the area they are in as being restricted to protestors. Anyone who protests in an area they know to be restricted, can face FELONY charges.
In his defense, from the research I have done... It appears a similar law was already in place since 1971. This bill modifies the law as to lower the requirements to be charged with a felony. Instead of having to know you were in a restricted area AND know you are breaking the law, they only have to prove you knew you were in a restricted area. LINK
What this bill–H.R. 347–does is give the president the authority to grant anyone he wants Secret Service protection, and it grants the person who receives the protection the authority to unilaterally declare that it is illegal for people to protest at an event he or she is attending. This bill goes so far as to make it a felony offense to disregard this order. This bill is effectively limiting political speech at a political event.
