Could atheists obtain this discount by faking to pray? Sure, they could. They could lie and pretend to pray to get the discount. Just as I could lie and say I was a student to get a discount at a museum.
eta: I fully support the diner to discriminate as they see fit, against blacks, atheists or really anyone.
