The additional costs are likely from site costs like lighting and security. The federal government might have also shipped in the cranes and some other heavy equipment that could be shared. In a full wall, that equipment cost would be spread out anyway.

Doesn't mean they are spending that much now does it? That was the question, what is the cost of building the eight prototypes, not the money budgeted for it.

That wasn't the question I answered. It really doesn't matter, $20 million isn't a high price for the total project in the scheme of things. Not sure why you are being so sensitive.

And they probably will spend the $20 million.

How is anyone going to climb a rope that is simply thrown over a 30ft wall? Hell, I'd like to see mcwant climb an anchored rope vertically for 30 feet. He likely begged out of gym class so he likely has no idea how difficult climbing a rope straight up actually is.

The prototypes are expected to cost $20 million. Each contractor may be getting $500K or so per prototype, but the total cost of the project is $20 million.
