Why isn't Puerto Rico a State?

I can't understand the reasoning behind not just making them a state at this point.

Puerto Ricans are US citizens and can move where ever they want already.

They don't want to be a state. I believe they've voted on it and they rejected statehood.

If I'm not mistaken, I think they're becoming more and more in favor of it. That could be bad/old information.

I believe they don't pay personal federal income tax. Becoming a state may change that.
