Nope. They only have to pay federal income tax on income earned outside of Puerto Rico. So your average Puerto Rican living in Puerto Rico doesn't pay income tax, but pretty much gets all the benefits of American citizenship. It's a territory of freeloaders.

No, but I dont think you can say "They don't want to be a state" based off of a no response, while at the same time the response majority voted to be a state.

A majority of Puerto Ricans who voted said they wanted to be a state in a referendum vote held in 2012.

There was a tiny allocation made by the US gov't to look into the issue, but nothing important has happened since then.

I think they should be a state, and DC probably should as well. DC has a tiny population, but it would not be the smallest in the US.

The issue is political though, and rather than worrying about what is "right" the parties look at it through a lens of which party it will benefit.

I think they can already. My cousin is really tan and has curly hair and everybody says his dad is puerto rican. So I'm guessing his dad moved back to puerto rico before he was born

They can be allowed in if:

1) They accept English as the official language

2) Combine New England into one state

3) Split California into five states

4) Combine Maryland and Delaware

It's essentially up to them. They can really push for statehood and would be recognized as such. Popularly, they are more likely to vote for independence at this point, however, and that would be a much stickier matter (referenda held in 2012 confirm support for independence).

Some constitutional scholars claim that if PR becomes a state they could demand all Federal and Congressional business be done in Spanish as well as English. Wouldn't that be delightful...

A Republican majority Congress wouldn't allow PR to become a state because it would mean 2 more Democrat senators and 3 more electoral votes for the Democratic candidate for President.

Also, DC should not be a state. It was never intended to be a state. If people living in DC want proper representation, they should move to Virginia or Maryland.
