The refs are just losing control and the linesmen just seem clueless about flow. There is no way you should ever notice linesmen during normal flow.

I don't think the ice is bad. When pucks do that it's usually because the puck hits a water puddle left by the zamboni. It usually happens early in periods before it freezes up
