Speed Camera Ticket

Got a speeding camera ticket in the mail for going 45 in a 30 in Baker. It's $100. My uncle is a retired district attorney from a different parish and he told me to just ignore it, not sure if I should trust him haha. I've been Googling it and saw some post on here from like 08. They pretty much say don't pay it because it's a scam and just a "civil fine". But some say to pay it. I'm supposed to mail a check to some company in Ohio. I was speeding but I'm a poor college student 
. Has anyone refused to pay one of these tickets and what happened? Should I pay it??

Prolly nothing will happen till you are in an accident that isn't your fault 2 years from now, and responding officer cuffs you for a bench warrant...and your girl has to call her ex to pick her up cuz she can't drive a stick and they impound your vehicle. You find, to your dismay that your $600 smartphone was confiscated during processing, and the antique rotary Phone at jailhouse is broke. But wait, the only person who knows you're in the slammer just choked to death on a detached penis, cuz your chick got suckered into a gratitude BJ by her ex for playing free Under for her, causing a multiple fatality burning mess on I-10, including a beautiful girl from Breaux Bridge that was destined to be the future Mrs. Brokedick...

Got one in baker as well doing 45 in a 30 about 2 years ago. Never paid it. Ended up getting a few letters from a collection company or something trying to get me to pay it but ignored them as well. After about 3 letters they stopped coming. Never heard anything about it again. Some people say it will end up going on your credit report but that didn't happen. Just bought a house 2 months ago and they didn't show up on the credit reports they pulled.

I got one a year ago for speeding in Baker. I didn't pay. They sent a threatening letter about reporting to a collection agency. They actually did, and it showed up on my credit report. I went on the trans unions website and filed a dispute stating that I had not entered into a contract with the company for any goods or services. One month later it was off of my credit report.
