I'd pay $19 for the Fire Phone, though.

It was a foolish endeavor from the start. They make money selling content, and other than their stupid decision to not release a Prime Video app on Android until recently, their content was already widely available on phones. Fire Phones do not increase the number of devices consuming Amazon content, Fire tablets do increase consumption devices because their low price point brings people to the market that wouldn't be their otherwise.

I don't like the fact that I would HAVE to root and install a new ROM. I really really hated the fire tablet OS on the original. I don't know if it changed since.

AFAIK, even that's hard to say given the opaqueness of their reporting. Intuitively, I wouldn't expect people who buy Fire tablets for the low price to be huge consumers of paid content.

I bought an original for cheap when the second gen came out, wanted a 7-inch tablet that my daughter could play with and I wouldn't care. It just sits in a drawer now. It was a laggy piece of shite from the getgo.
