does miami(U) or nebraska ever have a chance to be dominant again?

lots of traditional powers are down right now; usc, tenn, florida, michigan, psu, etc. conventional wisdom says things go in cycles and they will all eventually find the right coach and be great again.
then there is miami and nebraska. at first thought, miami could easily get back to national prominence, as they are in the most fertile recruiting ground. But as it's been discussed here many times, the program has so many issues(fan base, facilities, school disassociating with "da U" culture), will miami ever be able to get back to prominence? Nebraska is in even a worse position, as they aren't local to top talent, and they aren't allowed to recruit criminals and pump em with steroids any more.
Does the board think either of these programs can get back to the glory days of the 80s and 90s?

Miami has a chance because of location.

Miami and UF could easily get back to a position of dominance because of being in FL. Nebraska is fricked unless they find recruiting in roads to Cali and Texas

Nebraska maybe. They are in the Easiest division in the major conferences. They need to get rid of Pelini though.

Miami will only become dominant if they get a new administration that cares about football.
Nebraska can if they get a better coach/scheme.
Sorry but Nebraska has a better shot to become title contenders longer term. Miami needs to get rid of it's entire school administration+AD. No way that is happening any time soon. Plus the fan support is terrible unless they are playing FSU/UF

You make decent points but Miami is still better positioned to be dominant. We're not talking about who will be better over time. Nebraska will not be dominant again.

Nebraska won't be dominant with farm boys from Iowa and Kansas. Their location sucks; they need in roads for recruiting from blue chip states for HS football.

Perhaps not dominate, especially as they were in the '90s, but as someone mentioned Nebraska has a chance of regularly winning their division, from there they'll get a chance to win the Big 10, and from there maybe they can get themselves in the playoffs.
Not necessarily this year but who knows.

I can see both becoming dominant. Miami is an easier sell, but Nebraska could own the Midwest if they got a top tier coach.
