It is the stance that women are being unfairly punished with the "life begins at conception" meme while men aren't punished for masturbating and destroying millions of sperm.
It falls short since no one is claiming that an egg or sperm is life, only that the combination of the two is.

It is supposed to be a witty social commentary about the inconsistency of the "pro-life" position as it applies to men.
Sadly, the artist doesn't appear to understand the position very well, so a false comparison has been made. While I think it makes the artist look ignorant on the issue, it will probably resound with a lot of people who are also ignorant on the issue and who will use it as a counter-point in future arguments and discussions.
