Why can people from the East lie so easily with no remorse?

I recently read an article on the CIAs use of the polygraph and how, in the 1950s, they let several Russian and Chinese spies go free because they had passed a polygraph exam. Apparently being dishonest is an ingrained part of Chinese and Russian culture and the people there lie so regularly that they suffer no guilt when they do so. Western culture has, according to the article, ingrained a guilt into our thought process that most people cannot overcome and so we are unable to lie on a polygraph without being caught. Apparently only Easterners and Psychopaths are able to lie on the polygraph and pass. Has this been your experience in dealing with chinese and Russian folks? I have had very limited exposure to both but this subject seems interesting to me.

At least with the Eastern bloc, communism really did leave a cultural vacuum that spawned a lot of messed up stuff. This is probably true for a lot of bad areas.
In the absence of religion, cultural pride, national pride, etc., people begin to cease thinking of themselves as part of something larger. There is a shrewdness that comes with that, but it can also lead to extreme selfishness and destructive behavior.

I have had limited dealings with people from the Eastern Bloc in my lifetime and so I have not experienced this first hand. Do those people tend to lie in order to manipulate situations morso thn Westerners do? It is generally pretty obvious to tell when an American is not telling the truth even without a polygraph.

Middle eastern, for sure. Had a case with an opposing client from the ME who lied constantly; he couldn't help himself. It made for a great win at the hearing when document after document disproved his testimony.
