Jack Black is at the top of my list. This guy has huge potential but has not realized it yet.

Collin Farrell and Michael Myers come to mind.

Ed Norton to a certain extent. The guy did Primal Fear, American History X, and Fight Club in basically his first 4 years in the business. One of the greatest starts ever. He is still doing okay, but I thought he would be on the Leo/Matt Damon level.

I don't know if I'd lump child stars into this. A lot of these kids are forced into it by their parents, and are mostly successful for being a good enough actor that is really cute.

This - he did a lot of crap movies in the 2000s.

Josh Hartnett was never considered by many to be "good" so I'd leave him off the list.

Ed Norton has done good movies in the not too recent past:

Jack Black? I'd say he got more of a career than he's deserved.

Joseph Gordon-Levitt is one I thought might turn out to be good, but he was terrible in Lincoln. Another emperors new clothes guy, apparently.
