At the very least, the very least, you are looking at a six month project to get all your permits and approvals from city, state, and feds. That is under perfect conditions.
Assuming they have a lease for the premises, they need to get neighborhood approval, zoning, safety and permits, City Planning Commission, City Council, City ABO, State ATC, Federal ATF clearance, plus a whole slew of other things lined up. Not to mention construction, financing, general tomfoolery delays.
If they are moving to town August 1, end of year is near impossible.

A lot of those warehouses are along the Lafitte Corridor. If this brewery is adjacent to one of the more open portions of the greenway, they're going to have a hard time limiting their 10% on-premise sales.

If the greenway is a hit and filled with fixed wheel suds seekers, they'll need to sell 9 beers in restaurants, stores, and bars for every one sold at the brewery. Without the right distributor and brand awareness, that can be hard to do.

Even more to the point, imagine if NOLA opened with a tap room first, instead of getting local and regional distribution down and then opening a tap room.

I guess that makes more sense. NOLA host a butt load of events and they will never come close to hitting that 10% mark. But if this place has basically no distribution and a really nice tap room I could see it hitting that number.
