My old man has an old railroad section that he got as an anvil but I need one and have no idea where I would get such a thing.

I've seen them at Harbor Freight before.

From what I've seen, if you weld a steel plate to the top of that, you'll have a pretty decent little anvil. I got a piece of rail road from my old man as well, and have been using that, but it would be nice to have a real anvil to work on.

What is an anvil used for besides torturing Wile E. Coyote and making sure people stay down when they sleep with the fishes?

You can try it's original purpose:
A really strong and dense surface upon which you can beat/bend softened metal into shape. Gotta do it on a resilient surface that won't give a millimeter from a hammer blow.
Assuming the OP is doing DIY blacksmithing.
